Votes at a glance: Show Low council approves liquor licenses, committee appointments and sewer design contract; rejects Reidhead House bids

At its meeting the Show Low City Council approved a series of motions by unanimous vote, including consent-calendar items, approvals of special-event liquor licenses, multiple citizen committee appointments, a professional services contract for sewer design and rejection of bids for the Reidhead House restoration.

Consent and routine items: The council approved Resolution R2025-10 authorizing the Show Low Police Department to submit an application to Arizona State Parks (details in staff packet), accepted Nicholas Homestead Park and approved the Feb. 18, 2025 meeting minutes. The consent calendar passed by unanimous voice vote.

Special-event liquor licenses: The council approved two special-event liquor license applications for Frontier Field. Sunshine Brewer, representing the Show Low Chamber of Commerce, received approval for the 2025 Show Low Days event in June 2025; staff reported a six-foot chain-link fence and a single gated entrance, with security provided by Arizona Rangers. Darris Gibbons, representing Mountain of Hope Foundation, received approval for the 2025 "Medieval Mayhem" Renaissance Fair in July 2025; that application also cited perimeter fencing and security by the Navajo County Sheriff's Auxiliary and Arizona Rangers. The city clerk told council the police department background checks raised no issues and that the council's action will be forwarded to the Arizona Department of Liquor Licenses and Control.

Appointments: Council members filled several advisory and quasi-judicial board seats. Planning & Zoning Commission appointments (terms expiring March 2029) were Josh Adams, Zachary Barlow and Brandon Clark after two rounds of council ballots. The Aviation Advisory Committee appointments (terms expiring March 2029) were Patrick Crew, Don Lusk and David Murray. Parks and Recreation Advisory Committee appointments (terms expiring March 2029) were Becky Clark, Don Hall and Jody Whitehead. Board of Adjustment appointments (terms expiring March 2029) were John Jarrett and John Hannah. All appointments passed by unanimous voice vote.

Contracts and capital projects: The council awarded a professional services contract to Ironside Engineering and Development Inc. for the Savage Sewer Replacement Project Phase 2 (City project S6525) in an amount not to exceed $117,800. The design scope includes survey and mapping, 24-inch sewer main design for approximately 2,600 linear feet, polymer manholes and additional depth-related construction alternatives. The motion passed unanimously.

Bid rejection for Reidhead House restoration: Staff told council the city received two bids for Reidhead House restoration phase 1 that exceeded the project budget of $375,000: Captive Construction and Preservation ($475,000) and GNG Specialty Contractors ($641,242). Staff recommended rejecting all bids, reducing the project scope (focusing first on plaster and adobe crack repair) and rebidding; council approved the recommendation unanimously.

Ending: Most items on the agenda cleared by unanimous vote. Several appointments and the sewer design contract move to implementation steps managed by city departments; staff will rebid the Reidhead House work with a reduced scope and bring results back to council.
