Representative Betzel presented Senate Bill 96, explaining the measure addresses out‑of‑state salvage titles. Under current practice, some states mark a vehicle as "parts only" or issue a salvage designation that prevents inspection and retitling in Alabama after an out‑of‑state wreck. SB 96 would allow an Alabama owner whose vehicle was wrecked in another state to bring the vehicle to Alabama, have it repaired, inspected, and retitled as a rebuilt vehicle with the appropriate rebuilt title designation.
"So what this simply does, it says if you wreck your car in another state, that you can bring it back to Alabama and... if you so wanna have it repaired and reinspected and retitled as a as a rebuilt vehicle on the title... you can do so," the sponsor said.
The committee moved and seconded the bill and approved it by voice vote; the clerk announced a favorable report.
