Englewood City mayor pro tem previews upcoming council agendas; municipal code cleanup removed from consent list

Englewood City Mayor Pro Tem Joe Anderson and City Manager Sean Lewis reviewed a series of upcoming City Council agenda items at a March 19 mayor–manager meeting, highlighting affordable housing task force recommendations, revenue and capital forecasts, development project reviews, and municipal code updates.

The scheduling meeting covered a slate of items planned for council consideration in March, April and May, including an information session on preliminary financial reports, a review of an election-system overview for the mayoral election, recognition of the affordable housing task force, preliminary 2026 revenue and expenditure forecasts, development plan hearings and municipal code cleanup ordinances. City staff also noted potential agenda items related to a proposed Englewood Retirement Pension Plan Board and utility and public-works projects such as a pump-station agreement at Bridal Tee Golf Course and Centennial Park enhancements.

Why it matters: the items previewed include budget and policy matters that route to City Council for formal action — from code amendments to project approvals — and the scheduling meeting produced two staff directives that could affect when and how those matters appear to the public.

During the meeting, Mayor Pro Tem Joe Anderson said staff should "let's hold off on that. I think in case the mayor wants to weigh in," referring to a resolution to appoint members to the newly created Englewood Retirement Pension Plan Board. The comment indicates staff will delay bringing that resolution forward until the mayor can participate in the discussion.

Staff also reported that council members requested the municipal code cleanup items not be placed on the consent calendar. "We did get some requests from council that the municipal code cleanup should not go on consent," Anderson said, noting the request would change how those ordinances are scheduled and considered.

Staff outlined specific calendar items by date as they appear in the meeting file: an information session and financial-report review in late March; items slated for April 14 (including a chamber update and preliminary capital projects list and a proposed transfer of $200,000 in ARPA funds to energy-performance contract funds, as described in the meeting); April 21 agenda items including utility-billing system implementation, an enterprise-zone grant acceptance and several code changes related to water service and water-quality standards; an April 28 discussion of special-event strategy and municipal energy project financing and a May 7 packet that included the preliminary 2026 revenue and expenditure forecast alongside recognition and ordinance introductions. Staff also noted easement negotiations with Xcel Energy for electric vehicle charging sites and a contract amendment request with Englewood Arts for civic-center use.

No formal votes were taken at the mayor–manager meeting. Attendees agreed to cancel the next regularly scheduled mayor–manager meeting during the fifth-Monday month; Mayor Pro Tem Anderson noted he would be absent for that date and staff indicated no meeting would be needed. The meeting concluded with no council-level actions recorded; items discussed will appear on future council agendas for formal consideration.
