TOPEKA — The Kansas House reported and passed a rewrite of existing public‑health law to clarify procedural protections for people subject to exclusion, isolation or quarantine orders.
Carrying the measure, Representative Groge told the House the bill is intended to close gaps in Chapter 65 and ensure individuals a right to due process when public‑health authorities take actions that restrict liberty. “The bill adds constitutional protection when actions are taken by health departments by requiring probable cause and then giving Kansans a right to appeal,” Groge told members.
