Meeting staff read the notice into the record and told the council the law was drafted in light of the New York Court of Appeals decision in Calabresi v. City of Albany (2024). "The full text of the local law, number 1 of 25, is available in the office of the common council clerk, city hall, and on the city website," the announcement said.
The public comment period for the item was opened during the meeting; no members of the public spoke. Alderman Massey moved to close the public hearing; the motion was seconded and the council voted by voice to close the hearing.
The hearing record the council read into the record indicated the law text is available at the clerk's office and on the city website for those who wish to review the draft.
The council did not take a final vote on enactment during the meeting; the item remained a public hearing record and the text was left available for review, staff said.
