Committee forwards Mayor’s Office request to accept pro bono services from Adobe and ZS for Civic Bridge program

The Budget and Finance Committee on March 19 voted unanimously to forward to the Board of Supervisors a resolution authorizing the Mayor’s Office of Innovation to accept in-kind consulting services from Adobe and ZS Associates valued at approximately $338,000 for Civic Bridge program projects.
Matt Larson of the Mayor’s Office of Innovation described the Civic Bridge program as a decade-old initiative that pairs pro bono private-sector, academic and nonprofit teams with city departments to scope and prototype solutions to operational challenges. Larson said Adobe will work with the San Francisco Public Library to develop tools to collect patron feedback and define performance indicators; ZS Associates will work with the San Francisco Municipal Transportation Agency (SFMTA) to improve customer service outreach and the engagement feedback loop.
Larson said the Adobe–Public Library work began on a retroactive basis to support an April event; the SFMTA–ZS Associates project would begin after the Board vote. He said projects are scoped in collaboration with city partners and evaluated by a review committee that includes COIT, Digital Services, the Department of Technology, DataSF and the Controller’s Office.
Supervisor Connie Chan asked about follow-up reporting. Larson said the office checks in shortly after projects finish and again on roughly six‑month intervals; he offered to share final cohort deliverables with committee offices and the public. No members of the public spoke on the item. The committee’s roll-call vote recorded Supervisors Matt Dorsey, Joe Ingardio and Chair Chan as voting aye.
If approved by the Board of Supervisors, the Mayor’s Office will be authorized to accept the in-kind services from Adobe (approximately $169,000) and ZS Associates (approximately $169,000) between Feb. 26 and June 13, 2025, and to enter non-material amendments to donor agreements necessary to effectuate the projects.
