HHC schedules public hearing on ordinance adding 'cold plunge spa' to aquatic rules

The Health and Hospital Corporation board received and ordered read for the first time an ordinance that would add a definition for “cold plunge spa” to Chapter 16 (aquatic facilities, aquatic venues and public beaches) and update the fee schedule.
Dana Reid Weiss, bureau chief of environmental health at Marion County Public Health Department, told trustees the change responds to the broader placement of cold plunge spas beyond athletic facilities — for example, in hotels and regular spas — and that the chapter previously had not included a definition for the devices.
The general counsel read the ordinance title for the record as “Number 1-2025, aquatic facilities, aquatic venues, and public beaches.” The item will be presented for public hearing at the board’s April 18, 2025 meeting; no public commenters had signed up at the meeting.
Trustees did not take a final vote on the ordinance at this meeting; the action recorded was to receive the ordinance and set it for a public hearing and further board consideration.
