The Riverton City Council approved a development‑agreement amendment that lets SALT Development convert the final two‑story retail pad at Mountain View Village into six residential units, raising the approved residential total from 282 to 288.
City planning staff explained SALT re‑evaluated market demand and, in consultation with Mountain View Village’s center owner CenterCal, concluded the remaining 5,100 square feet of ground‑floor retail is unlikely to lease in the near term. The amendment replaces that two‑story retail corner with six residential units (three per floor), and entails minor façade changes the planning commission had already approved as a minor site‑plan amendment.
A SALT representative told the council the project is market‑driven and ready to move: the developer is seeking to break ground in June and anticipates roughly an 18‑ to 24‑month build. The developer described planned amenities including an elevated pool deck, two‑story clubhouse, gym and co‑work space.
City staff emphasized that the change does not increase the overall approved density for Mountain View Village; the amendment simply reassigns an approved portion of the project from retail to residential. CenterCal, the center owner, reviewed and consented to the amendment.
Councilors noted the project’s local economic and housing impacts and expressed support for moving a stalled entitlement into construction. Council moved to adopt the development‑agreement amendment (resolution 20516); the motion passed with affirmative roll‑call votes from councilors present.
The amendment allows SALT to proceed toward construction documents and a summer groundbreaking, subject to standard building‑permit approvals and the developer’s financing.
