EDC approves $55,000 in Sand Dollars grants for local businesses; board to refine eligibility rules

Lynn Tate moved to award the grants, saying, "I would like to make a motion to give Art C $10,000; Nautico $2,000; Breaking Bread Burrito Express $5,000; Sand Monsters $10,000; Daisy's Deli and Pantry $5,000; Casa Mariposa and Villas $17,000; Meridian and Muse Fine Art Gallery $6,000," and then closed by stating the total. The motion was seconded and carried on a voice vote.
The awards set for this round total $55,000. Board members who spoke during the discussion said the selection followed presentations to the EDC and noted there were more applicants than in past years.
After the vote, members spent significant time debating eligibility criteria for future Sand Dollars rounds. Several board members said they wanted to ensure applicants demonstrated concrete startup activity before receiving funds. Suggestions included requiring a signed lease and a sales tax permit or other demonstrable benchmarks that show a business is more than an idea. One board member said some applicants are “this close” to opening and might need a single piece of equipment to launch; others warned against funding proposals that appeared to be “pie in the sky.”
The board asked staff to draft revised language for the program and bring it back at the April meeting, including potential categories for startups and existing businesses. Staff and board members also agreed on a tentative timeline for the next Sand Dollars cycle: open applications in May, allow applicants June and July to complete business plans, and hold presentations in August.
No additional funding sources or amendments to the grant program were adopted at this meeting; the board directed staff to prepare recommended rule changes for the April meeting.
