Beaverton council adopts ordinance creating annexation procedures and criteria (new Chapter 9.09)

The Beaverton City Council voted unanimously to adopt an ordinance establishing a new chapter in the city code to govern annexations.
City staff told the council the proposed Chapter 9.09 would codify how annexation applications are processed, clarify the city’s compliance with Oregon state law and applicable Metro requirements, and set evaluation criteria to guide decisions about whether to annex property into the city. Staff said the amendment responds in part to anticipated development activity associated with the recently adopted Cooper Mountain Community Plan.
The city attorney explained public hearing procedures before the council took public comment; staff reported there were no registered speakers on the annexation ordinance. After asking if there were council questions and hearing none, a motion to adopt the ordinance was made, seconded and approved in a recorded roll call.
The council’s action will place the new Chapter 9.09 in the Beaverton City Code; staff said the chapter is intended to streamline the process for property owners who initiate annexations and to provide predictable criteria for city review. No appeals or related remands were discussed at the hearing.
The ordinance passed by unanimous vote.
