Panel backs AB 378 to extend summer‑assistance to joint‑powers authority school employees

AB 378 would extend eligibility for the Classified School Employees Summer Assistance Program (CSAP) to classified employees who work for joint powers authorities (JPAs) that provide school services. The author said the change would ensure parity between traditional district employees and those employed by JPAs who perform transportation, nutrition and other services and who often work fewer than 12 months.
Alexandria O'Neil, a program registrar with Metropolitan Education (a Bay Area JPA), testified that JPA classified staff are excluded today and face similar summer income shortfalls as district employees. “This bill is a crucial step forward for ensuring financial stability and fairness for all classified school employees,” she told the committee.
Supporters included the California School Employees Association, SEIU California, the California Federation of Labor Unions and other labor groups. No witnesses registered opposition at the hearing. The committee moved and passed the bill and referred it to the Committee on Education; the clerk’s hearing summary recorded the motion as passed and indicated the bill had sufficient votes to be placed on hold for add‑ons.
Proponents said the bill remedies an inequity that leaves some classified workers without summer assistance despite performing equivalent work; no fiscal analysis or opposition testimony was presented during the committee hearing. The bill will be considered next by the Education Committee.
