Panel advances bill to include joint-power-authority employees in classified school summer assistance program

The committee advanced AB 378, a bill to extend the Classified School Employees Summer Assistance Program (CSAP) to classified employees who work for joint powers authorities (JPAs).
Assemblymember Valencia, the bill's author, said the change would treat "all classified school employees who provide transportation, nutrition, special needs and other vital services" equally regardless of whether they are employed by traditional local educational agencies or JPAs. Alexandria O'Neil, program registrar at Metropolitan Education (a JPA in San Jose), testified that excluding JPA employees creates "a clear inequity" and urged the committee to approve the bill.
Supporters included the California School Employees Association (the bill sponsor), the California Federation of Labor Unions, SEIU California and other education and labor groups. No witnesses registered formal opposition at the hearing.
Assemblymember Nguyen moved the bill with Assemblymember Alawari seconding; the motion passed on roll call and the bill was referred to the Committee on Education. A committee summary later recorded the vote as recorded and placed the bill on hold for additional consideration.
