Attorney Mark Spencer Propper represented the applicant and confirmed the transfer application and supporting exhibits. The applicant described a three-part concept for the location: a sandwich cafe intended to open for breakfast at 8 a.m.; a Laguna rooftop lounge to add a relaxed rooftop experience; and a first-floor VIP "vault" speakeasy and event space for small private functions. Guests will be served by TAM-certified staff and the applicant said management plans include multiple managers per shift because of the property's size.
The applicant said the existing live-entertainment restrictions on the rooftop ' two pieces, 5 p.m. to midnight, no amplification ' would remain in place; the applicant said interior music would also be limited consistent with current restrictions and the board noted the application does not seek to change amplified vs. unamplified status. The applicant said full build-out is hoped for by June but acknowledged possible phased opening if construction delays require it.
The board asked about staffing levels, on-site management and training; the applicant said managers will be TAM-certified and the operation expects heavy staffing during peak season.
A commissioner moved to accept the transfer and premises modification for Flamingo Coast, keeping the existing restriction language (no off-sale; live entertainment restricted to two pieces on the rooftop from 5 p.m. to midnight; no amplification except as reflected in the submitted plan). The motion was seconded and the board approved the application as presented.
