Department of Pesticide Regulation reports AB 2113 implementation underway and hires from mill assessment increase

The Department of Pesticide Regulation briefed the subcommittee on implementation of AB 2113, the legislative package accompanying a phased mill‑assessment increase intended to stabilize DPR funding.
Alejandra Duran, DPR deputy director for legislation and policy, said DPR received 48 positions in the first year and has begun hiring; DPR expects to receive additional positions on July 1 of the next budget year and in July 2026, completing a 120‑position increase that was authorized by the legislature. Duran said DPR has launched CalPEST, an electronic product registration system that replaces a paper process and will help the agency meet new statutory registration requirements scheduled for 2027.
Duran listed AB 2113 implementation milestones the department has already completed: in November 2024 DPR initiated reevaluation of paraquat, in December 2024 DPR published an estimated completion time for pending reevaluations, and in January 2025 the agency announced it would not raise registration and licensing fees this calendar year. DPR said it will publish average processing-time data for registration actions in the prior calendar year in the coming weeks.
The Subcommittee did not take votes. Members expressed support for stable funding but one coalition speaker asked that DPR not be subject to a mid-year cut; other commenters requested reinstatement of cuts elsewhere in state budgets. DPR committed to continued implementation, posting of data and keeping the legislature updated as hiring and system rollouts proceed.
