Manager reports: burn permit in effect, Blind Slough funds received, airport badging may affect medevacs

The Petersburg Borough manager delivered a series of operational updates Monday, including public-safety notices, grant funding status and upcoming procurement and permitting steps.
The manager said the Division of Forestry and Fire Protection has issued a burn permit requirement for the whole of Southeast Alaska because of low snowpack and drought forecasts; the burn-permit requirement takes effect March 17, 2025. Residents in Service Area 1 may apply for fire permits through the borough website; those outside Service Area 1 must file with the Alaska Department of Forestry, the manager said.
The manager reported that borough Power and Light submitted invoicing for Blind Slough Hydro in the amount of $2,815,000 through the federal invoicing system on March 7 and that Carl (Power and Light) confirmed the funds have been received. Following that funding, project engineers will restart work on the Bay generation project, update specifications for the generator transformer and advertise for bids on equipment. An RFP for construction services was said to be planned for later this spring pending grant receipt.
The manager also said airport badging for EMS crew members has begun and, while the borough transitions to the new system, there may be delays executing medevacs because emergency responders will need formal airport security badges to enter airport grounds. A port security meeting with the U.S. Coast Guard, the borough and partners is scheduled for April 2 at 9 a.m. in assembly chambers.
Other operational notes included: decision to continue using Esri ArcGIS for the utility mapping system (a purchase order for additional licensing was sent to Esri); completion of annual pre-REAC apartment inspections at LOU housing with follow-up maintenance; ongoing intro-to-firefighting training conducted by Fire Marshal Weldy and fire officers; and receipt of a draft biosolids permit from the EPA that staff member Justin is editing for a July effective date.
The manager also said spring cleanup, quarry rock sorting, and surplus vehicle and equipment auction details are on the borough website and that the borough is working on an amendment to expand planned development at the airport subdivision by 11 additional lots for consideration at the assembly's first April meeting. The manager encouraged residents to contact Chief Kerr for scribe response team training availability and thanked staff for work on recent maintenance and invoicing items.
