The Woods County Excise Board approved several transfer appropriations at its meeting and opened a restricted donation fund to receive a gift from the Winona Health Industrial Authority for a senior citizens project.
Board members moved and carried approvals for multiple intra-department transfers, including a $100,000 transfer from a general capital account to a capital account for the fire department to fund work on two new brush rigs that will soon go out for bid. The board also acknowledged smaller transfers to cover personal services in highway districts and moved money within fair accounts to shift funds from full-time to part-time line items.
An auditor-recommended donation fund was created to hold roughly $94,000 the Winona Health Industrial Authority donated “to help with the senior citizens project,” a county official said during the meeting. The chair moved the fund creation motion, a second was recorded, and the motion carried with board members voting “aye.” The official said the auditor advised the donation be placed in the donation fund so it "will strictly be used only for that project."
Separately, the board approved a transfer from the county general assessor fund to the assessor’s fee fund in the amount of $901,901.54. Several routine transfers connected to fair payroll and other operating accounts were also acknowledged during the meeting.
On the fair account transfer, one board member said, “We’re just moving some money from one of their accounts to the other to take care of the maintenance operations because it’s getting lost at the end of the year,” describing the rationale for the shift.
Motions to approve minutes and to adjourn were also adopted by voice vote.
The board did not provide line-item detail for every transfer on the record; where dollar amounts were unclear in the discussion the transcript does not specify exact accounts. The county indicated the fire equipment work will go out for bid to fit the newly purchased trucks as brush rigs.
The board adjourned after the transfers and fund-creation votes; no additional fiscal actions were announced at the meeting.
