The committee voted 16–0 to advance House Bill 310, as amended, to create a commission to study a regulatory framework for stable tokens and the tokenization of real-world assets in the state. Representative Ammon moved the amendment (943 H), which the committee adopted; Representative Petousek seconded.
Representative Ammon said the amended bill incorporates language from other bills and adds “blockchain-based trust” to the commission’s charge and includes environmental protection concerns in the commission’s considerations. “We added blockchain based trust to this commission charge and made a few other changes, including line 26. We added bridal concerns, environmental protection, to be part of the discussion,” Ammon said while introducing the amendment.
After unanimous committee approval the motion to advance HB 310 as amended carried 16–0. Committee members said the amendment and study commission would give lawmakers time to evaluate tokenization, stable tokens, and associated regulatory issues before drafting implementing legislation.
