North Clackamas School Board backs Happy Valley request for state funds for community center

The North Clackamas School District Board of Directors voted unanimously 6-0 on Tuesday, March 18 to approve a motion supporting proposed state legislation that would allocate facility development funds for a community recreation center in the City of Happy Valley.
Board members said the decision is a preliminary expression of support for the City of Happy Valley’s request and that any formal district position on legislation follows board policy BI, which requires action to take an official position.
Tiffany Shireman, chief of staff for North Clackamas School District, told the board the city asked for the board’s support after presenting to the board at a prior meeting. Director Bauer said she had asked where the funds would come from because of the district’s own financial constraints and said she understood the source to be the Oregon Lottery. "I think my question about where the funds came, because as a board member representing 17,000 kids and lobbying in Salem and being so concerned about our lack of funds, that this was really important to me that we weren't taking from the general fund," Director Bauer said. Bauer also raised equity concerns and asked that any future programming be accessible to the district’s students, citing examples such as free swimming lessons.
Another board member echoed Bauer’s emphasis on inclusion for North Clackamas students. After brief discussion, Director Beneloga moved "to approve North Clackamas Schools District's support for the proposed state legislation allocating funds for a community center in Happy Valley." Director Dobson seconded the motion. Chair Wei called the vote; the motion passed 6 to 0.
Following the vote, Shireman said she would notify City of Happy Valley staff of the board’s action and would convey the board’s "strong sentiment about finding a path towards inclusion of all of the district at North Clackamas School District students in whatever way possible." No conditions or specific program requirements were adopted as part of the motion.
The action was limited to expressing the board’s support for the proposed state legislation; no district funding commitment, program agreements, or implementation steps were approved at the meeting.
