College Station ISD board approves nearly $96 million in construction guarantees, OKs track repairs

The actions authorize a $38,878,808 GMP for additions and renovations at A&M Consolidated High School and a $56,850,715 GMP covering work at College Station High School and Rock Prairie Elementary. The board also approved track repairs at A&M Consolidated High School with a project cost of $152,835 that includes a $14,000 contingency. The motions included authorization for the superintendent to serve as the district representative and to execute agreements where specified.
Why it matters: the approvals put major pieces of the district's 2023 bond program into contract and allow construction teams to begin work this spring. The board and staff said combining some projects and advancing work now reduced schedule time and guarded against future inflation.
Details on the A&M Consolidated High School GMP Mr. Bugner, a district staff member who presented the project to the board, said Duratec Inc. was selected in June as construction manager at risk for the A&M Consolidated project and that the contractor opened bids on Feb. 5. "The GMP they came with is $38,878,808 for this project," Bugner said. He told trustees the project would begin as early as next week and has a target of substantial completion in summer 2026.
Trustee Simmons moved approval of the A&M Consolidated GMP; Trustee McAdams seconded. The motion carried, 5-0.
Details on the College Station High School / Rock Prairie package Bugner said the district combined the College Station High School work with Rock Prairie Elementary to make the package larger and more attractive to subcontractors, which he said produced cost and schedule advantages. Bids on that package were opened Feb. 19; the GMP the board approved is $56,850,715.
"By doing that, we were able to shave off 6 months of the project and close to $100,000 in savings," Bugner said, describing the district's reasoning for the combined approach.
Trustee Ige moved approval of the College Station High School and Rock Prairie package; Trustee Simmons seconded. The motion carried, 5-0.
Track repairs at A&M Consolidated High School Bugner told trustees that Hellas had resurfaced the school track the prior summer, and the newly approved work addresses a slump that developed months after that resurfacing. He said the slump appeared after the resurfacing work was complete and after winter practices resumed, so the item was submitted as a separate repair rather than part of the earlier resurfacing contract.
The board approved $152,835 for the repairs, which includes a $14,000 contingency to preserve the district's warranty and correct the area near the former bleachers and the track corner adjacent to a creek.
Trustee Simmons moved approval of the track repairs; Trustee Wilson seconded. The motion carried, 5-0.
What trustees said and next steps Board members and staff noted that more detail about schedules and the project management plan was provided at the board's earlier workshop and that additional schedule documents are available for trustees who want them. The board also discussed the value of locking prices now to reduce exposure to inflation and potential tariff or material-cost volatility.
