Kootenai County commissioners and elected officials discussed a proposed supervisor-management training program on March 19, directing human resources to begin with critical modules and a concise management manual.
Commissioner Leslie Duncan asked whether elected offices would participate in an HR-led series covering supervisory duties. Speakers noted existing resources from ICRMP (the county’s risk-management partner), which includes a supervisor series on FMLA, discipline and risk management; commissioners said those modules are valuable but recommended a tailored county-specific manual and checklist.
Chief deputies and officeholders said a short, focused program that covers communication, documentation and progressive discipline would be most helpful. One commissioner summarized the aim: ensure supervisors know “how to properly communicate and discipline employees” so issues do not “fester” and lead to costly separations. The coroner’s and sheriff’s offices volunteered openness to participate.
Direction to staff: HR was asked to prepare a concise “management manual” or checklist that prioritizes the county’s most critical supervisory processes and to coordinate use of ICRMP training modules. No formal action was taken; officials asked that the draft be returned for review and potential adoption.
