Interim Police Chief Runyon briefed the council that the commitment is nonbinding and intended to support Yuba County’s application for a California Department of Justice National Criminal History Improvement Program grant. Runyon said Yuba County is seeking about $2.6 million; if the grant is awarded the initial implementation cost for Yuba City would be roughly $900,000. He told the council there would be no initial fiscal impact to the city for signing the letter and that projected ongoing maintenance costs under the new system would be lower than the city’s current fees.
Runyon said a successful joint implementation would align records management and CAD among Yuba City Police Department, Marysville Police Department, Sutter County Sheriff’s Office and Yuba County, improving cross‑agency access to records and supporting the long‑term goal of a consolidated dispatch. Council members asked logistical questions about hardware and dispatcher station compatibility; staff said those topics would be addressed during implementation planning if the grant is awarded.
A motion to authorize the city manager to execute the commitment letter and participate in the RIMS integrated public‑safety software was moved and seconded; the council voted in favor.
