Board appoints Joseph Angelo as Sacramento County director of personnel services

The Sacramento County Board of Supervisors confirmed Joseph (Joe) Angelo as director of the Department of Personnel Services on March 11 by approving the consent calendar. The confirmation was part of a single motion that approved items 3 through 28 and passed unanimously.
County Executive David Villanueva introduced Angelo’s background to the board, saying Angelo has at least 13 years of executive‑level human resources experience and currently serves as chief people officer and culture officer at Best Friends Animal Society, a national organization. Villanueva said Angelo previously held personnel leadership roles in Alameda County, the City of San Jose and the City of San Antonio and has degrees from the University of Pennsylvania, the University of Miami and Harvard University.
After the vote, Angelo addressed the board. “I want to thank David Villanueva, Sylvester Bridal for the opportunity to work in this incredible organization,” Angelo said. “I can’t wait to get to know everyone and make it a better day for everyone.” County staff said interim director Sylvester Faddell will schedule one‑on‑one meetings for supervisors to meet Angelo.
The board took no separate roll call for the appointment; members approved the consent calendar motion that included the appointment. There were no public objections during the consent‑calendar discussion and the item passed unanimously.
