Commissioners ask to rewrite CDBG-MIT resolution language, delay RFPs until GLO sign-off

Commissioner Tellis told the court he had discussed the Community Development Block Grant – Mitigation (CDBG‑MIT) resolution with County Engineer John Stiber and requested changes to remove language that would give sole discretion over the county's participation to the county judge.
"I believe we stopped that opening paragraph after the words general land office," Commissioner Tellis said, proposing the county judge be designated only as the "authorized signatory for this application." Tellis said sections of the attached resolution and the related consent items (6B and 6C) conflicted with the court's normal practice of the court as a decision-making body.
Stiber told the court he did not expect the revised language to present problems with the GLO and that if the GLO objects the court could revisit the language. The court voted to remove items 6A, 6B and 6C from the consent agenda and to return them after the county engineer checks with the General Land Office on acceptable wording.
Earlier in the meeting the court approved the rest of the consent agenda items that were left on the table. Commissioner Philip Cox moved and Commissioner Michael Raskin seconded a motion to approve consent items 6H (treasurer's list of claims and bills), 6I (payroll) and 6J (budget amendments/line-item transfers); the court voted in favor unanimously.
Ending
The court directed staff to send the revised CDBG application language to the GLO for review and to return 6A, 6B and 6C to a future agenda after confirmation.
