Planning commission recommends rezoning of 5-acre parcel at 200 West and 200 South

Ivins City Planning Commission on March 18 recommended that the City Council approve a zoning amendment from RA-1 to R-1.75 for about five acres at approximately 200 West and 200 South, owners Tim and Gia Best.

The commission’s recommendation followed a public hearing in which Austin Best, speaking for his parents, said the intent is single-family housing “kind of after S and S Homes Unity Village” with homes priced “about in the 600 to 750,000.” The commission then discussed how the request fits the medium-density residential land-use designation in the city’s general plan.

Commissioners and staff described the site context — existing adjacent zones include R-2.10 to the north and R-110 to the east — and noted a nearby RE-15 overlay where lots are smaller but the overlay provides open-space benefits. Planning staff explained that the land use designation for the area is Medium Density Residential and that the proposed R-1.75 zoning is one of the zone options consistent with that designation.

No members of the public offered opposition during the hearing. Commissioner comments touched on lot sizes in the nearby PUD, how the RE-15 overlay affects average lot area, and whether R-1.75 would be compatible with surrounding parcels. After discussion, a motion to recommend approval of the zone amendment was made and seconded.

On a recorded vote the commission registered aye votes from Commissioner Waite, Commissioner Robinson, Commissioner Brown, Commissioner Clifford and the chair (vote recorder: all five voted “aye”), and the commission moved the recommendation to the City Council with findings that the request fits the surrounding zoning pattern and the general plan’s land-use designation.

The City Council will receive the recommendation and make the final decision on the proposed rezoning.
