The Janesville Plan Commission on March 17 approved a conditional-use permit to construct a new facility for the Boys & Girls Club of Janesville at 925 South Jackson Street, renewing a prior permit that had expired by ordinance after one year.
Brian Schwigel, senior planner, told the commission that the plan commission had previously reviewed and conditionally approved the project in November 2023; because conditional-use approvals expire after one year by ordinance, the applicant returned to request a renewed conditional use permit based on essentially the same development plans. Schwigel said staff again found that the project met the conditional-use criteria outlined in the staff report and recommended approval subject to conditions in the report.
During the public hearing, commissioners asked about remediation at the site, which has a history of environmental concern and has been discussed previously as a brownfield. Schwigel said any Department of Natural Resources (DNR) requirements tied to remediation would have to be addressed during site preparation and building-permit review. Architect Brandon Leader (Angus Young) told the commission the applicant had recently solicited updated bids and had pre-purchased major electrical and HVAC equipment to control costs; he said construction bids looked favorable, that major donations remained pending, and that the Boys & Girls Club board was expected to consider construction approval at its meeting the following Thursday. Leader said construction was expected to begin in May if financing and approvals proceed.
Commissioner Don Garrett moved to find the development compliant with Janesville zoning standards and to approve the conditional-use permit subject to compliance with the site plan review letter dated 03/12/2024; Commissioner Mark Klein seconded. The motion passed unanimously by voice vote with Commissioners Madera, Dangara, Jackson, Bosco, Williams and Markline voting yes and Commissioner Bowerman absent. Plan commission staff noted that this conditional-use permit remains under plan commission purview and does not require city council action.
