Commissioners authorize no-bid purchases for cold-mix after zero bids; one-year limit set

Nye County road department staff reported zero bids on a public solicitation for cold‑mix (bid 2025‑01 MC800). With no responsive bidders, Public Works sought board permission to procure cold‑mix as needed without a formal contract, subject to the board’s approval and a not‑to‑exceed limit.
Public Works Director Tom Bolling explained that contractors attended the pre‑bid but did not submit offers; staff suspect plant production or fuel‑price volatility may have deterred bidders. The department proposes an annual not‑to‑exceed purchase authority to ensure road crews can obtain the 320–400 tons of cold mix the county typically uses each year.
After public comment and discussion about contract term limits and operational usage, the board authorized staff to let the contract without further bidding in accordance with NRS 338.143, to fund purchases from the Roads fund (10205) and set the authorization through June 30, 2026 with a cap of $400,000.
Staff said much of the county’s cold mix this year has been sourced from Las Vegas due to local supply constraints and that the planned approach would give the county flexibility to buy from qualified suppliers when material and price conditions make sense.
