Planning Commission receives 2024 housing element progress report and directs staff to forward to council

City staff presented the 2024 annual progress report on the Placerville housing element (reporting year 2024 for the 2021–2029 planning period) and the commission voted to receive the document and direct staff to forward it to the City Council, the Governor’s Office of Planning and Research and the Department of Housing and Community Development.

Development Services staff summarized required state reporting and the city’s 2024 activity: 19 dwelling unit applications were received in 2024 (10 single‑family, 8 accessory dwelling units, 1 demolition application), and 29 dwelling permits were issued (15 single‑family, 12 ADUs, 1 multifamily affordable unit — the Mallard project — and 1 demolition permit). A total of 33 dwelling units were finaled in 2024 (10 ADUs, 21 single family, 1 duplex). Staff noted that none of the finalized units were recorded as very low or low income in the reporting tabs; to address that uncertainty staff proposed conducting a survey of comparable units in 2027 (two years before the plan period ends) to better determine affordability distribution, especially among ADUs.

Staff asked the commission to receive the report and direct staff to submit the standardized form required under state rules. Commissioner Smith moved to receive the report and direct staff to submit it to city council and the state agencies; the motion was seconded and approved on a unanimous roll call. Commissioners asked minor clarifications about narrative typos and table entries; staff agreed to correct typographical errors before final transmittal.
