WACO, Texas — The Waco City Council on March 18 approved a series of land‑use actions, development approvals and property abandonment ordinances and advanced a temporary construction speed‑zone ordinance on first reading.
Council approved a special permit renewal for a flea market at 419 S. Eleventh Street, a final planned unit development for a car wash at 10001 China Spring Road, comprehensive plan and zoning changes for a multi‑lot Waco Gateway development, a rezoning of a 3.37‑acre parcel at 90 Bagby Avenue to O‑2, several right‑of‑way and alley abandonments, and a comprehensive plan/zoning change in the Farewell Heights area. Most items had unanimous or near‑unanimous votes after plan‑commission recommendations and brief staff presentations.
The council also adopted a temporary construction speed‑zone ordinance on first reading to create 55 mph zones on the I‑35 main lanes and 45 mph on the frontage roads between South 12th Street and Loop 340; the item will return for a second reading. The council passed the bulk of consent‑agenda resolutions as a group; one consent item (Resolution 2025‑185) was called out and voted on separately before the larger consent package passed.
Key votes and motions passed (summary): - Special permit, 419 S. Eleventh Street (flea market): motion to approve passed. (Council roll called; outcome: approved.) - Final PUD plan, Saddle Creek (car wash), 10001 China Spring Road: motion to approve passed after staff description of five conditions limiting hours and lighting; plan commission recommended approval. Several items had short public hearings with no speakers. Where speakers appeared, staff responses or applicant comments were recorded on the public record. Plan‑commission recommendations were cited by staff as supporting the council decisions.
What the actions mean: Approvals change the official land‑use designations and zoning classifications for specific tracts, authorize property abandonments and advance traffic and safety regulations. Several development approvals include conditions (for example, hours of operation and lighting restrictions for the car wash PUD) and require subsequent administrative steps before building permits issue.
Council will take final votes on ordinances requiring a second reading at subsequent meetings; items approved on first reading or as part of consent will be implemented according to the ordinances' effective dates and any stated reporting or permitting requirements.
