The St. Helena Planning Commission voted to approve consent calendar items that included lot‑line adjustments at 2525 Madrona Avenue and 1824 Park Avenue at its March 18 meeting.
Commissioners discussed the 2525 Madrona Avenue lot‑line adjustment before the vote. A commissioner noted the parcel sits in a regulatory gap created by the city’s old and new zoning codes: the A20 district generally limits residential development to a half‑acre under the new code, but retained LR1A standards allow parcels under 2 acres in A20 to be developed with one residential unit under LR1A rules. The commissioner said that creates an “island” of smaller developed parcels that could complicate future city expansion into A20 lands.
Staff said they have a spreadsheet from the zoning code update showing how many A20 parcels are under 2 acres and that the issue is on staff’s radar for a zoning code cleanup this summer; staff plans to coordinate language with the city attorney before bringing amendments.
A motion to approve the consent items passed unanimously. The commission recorded unanimous yes votes from Vice Chair Warner, Commissioner Anderson, Commissioner Furdick, Commissioner Lopez and Chair Ponte.
Ending: Staff will include the LR1A/A20 parcel issue in future zoning code cleanup work and return to the commission with recommended language after consulting the city attorney.
