The consent calendar included approval of minutes (item 9), payment of bills (item 10 — approximately $650,000), and findings on unmet transit needs (item 11), each of which the staff recommended was not a project under the California Environmental Quality Act (citing CEQA Guidelines sections 15060(c)(3) and 15378). The council approved two allocations of transient occupancy tax to the Taft Chamber of Commerce (items 12 and 13) covering the quarters July–September 2024 and October–December 2024.
Item 14 authorized the execution of certifications and assurances for the Low Carbon Transit Operations Program (LCTOP) fiscal year 2024–25 to purchase a zero‑emission transit bus using $24,385 in LCTOP funds. Item 15 authorized the sole‑source purchase of duty pistols, sights, lights and holsters for the Taft Police Department from ProForce in the amount of $26,177.79; the police chief was authorized to sign and accept the quote.
Mayor Noor announced the roll call result: "That passed on a 3‑0 vote with 2 excused absences." After the vote the council adjourned the open session and convened closed session on two items: anticipated litigation (one undisclosed case) and existing litigation (Taft Union High School v. City of Taft) under Government Code section 54956.9.
All consent items were adopted by roll call; no separate discussion or removals from the consent calendar were recorded.
