Funding and committed costs noted by staff: - Proposition 68 park grant: just over $4.5 million (staff said this would be applied to construction). - Park impact fees available: roughly $2.8 million remaining in the account (staff noted restrictions on fee uses). - Committed design and equipment purchases: Milton Design Group contract (~$470,000) and playground/splash pad equipment purchases just under $1,000,000 (combined prior commitments ~ $1.5 million). - Staff estimated park impact fees required to cover remaining construction and commitments at about $1,826,961.
Because Prop 68 reimbursement requires specific documentation, staff said the city needs professional construction‑management services to manage daily inspection, photo documentation and reimbursement submittals. The council authorized a contract with a construction management firm (staff identified the recommended firm as Alpha Centimeters) for an estimated $425,000 to cover an expected ~200 working days of construction oversight.
Project elements planned include new pickleball courts, multiuse turf, walking paths, a dog park, drought‑tolerant landscaping, play structures and a splash pad. Council members praised the project and emphasized the need for secure fencing, lighting and long‑term maintenance planning. The council approved the construction contract and the construction‑management contract by unanimous votes.
