Beaumont council introduces ordinance to set standards for lift stations and force mains

The Beaumont City Council introduced an ordinance to amend Chapter 13.08 of the Beaumont Municipal Code on March 18, adding a new section (13.08.0415) to establish standards for lift stations and force-main facilities.
Kenyon Potter, wastewater principal engineer, presented the item and described the proposed code language. During council discussion, a council member praised the proposal as forward-looking, saying, “I really think this shows a lot of forward thinking,” and asked whether the code would require specific equipment makes or sizes. Potter said the city already maintains detailed standards outside the municipal code and that those standards provide required specifications while allowing some flexibility so the city does not require a single brand.
The ordinance is intended to tighten requirements after the city accumulated a number of lift stations in prior years and to reduce ongoing maintenance and replacement costs. Potter told the council the detailed technical standards are maintained as engineering standards and will be made available on the city website.
After discussion the council moved to waive the full reading and read the ordinance by title only. The motion to waive the first full reading was seconded and recorded with affirmatives from council members on the roll call.
Council members and staff said the change will give clearer guidance to developers about equipment expectations while preserving flexibility for engineering decisions.
The city will return with paperwork required to finalize the ordinance and post the engineering standards online as described by staff. No additional public speakers addressed the item during the hearing; the public-hearing period was opened and closed with no callers.
