Osborn board approves ‘Safe Learning Environment’ policy, adds protections trustees requested

The Osborn School District board approved the JBA safe learning environment policy on second review, instructing staff to include language that mirrors the district’s existing nondiscrimination policy and to preserve protections the board had previously adopted.
Board members said the new policy centralizes several protections and procedures that were already in the district’s policy set and specifically asked that language referencing gender identity and sexual orientation be retained in the policy’s protected-class language where appropriate. Trustees also asked staff to make the same protected-class language consistent in a second clause that lists covered attributes.
Board members and the policy authors said federal Title IX guidance has shifted since 2020 and that changes to federal interpretation affect what can be labeled as a Title IX procedural element. District counsel and Title IX staff told the board that while the district’s non-discrimination policy (AC) can retain broader language referencing sexual orientation, gender identity and gender expression, the district must ensure Title IX–specific cross-references conform to current federal guidance. The board directed staff to submit the approved JBA with the requested edits to the Arizona School Boards Association (ASBA) for final alignment.
Trustees voted to approve the policy with those amendments. They said the policy is intended to make students, staff and families feel safe and to consolidate related protections in a single, accessible policy.
