At-a-glance: Leavenworth City Commission approves agenda change and holds executive-session on legal matters

The Leavenworth City Commission approved a change to the meeting agenda and convened into an attorney–client executive session during the meeting.

A motion to change the agenda — moving agenda item number 5 to number 4 and reordering other items — was moved, seconded and approved by the commission. Commission chair recorded the motion as passed by voice vote.

Later the commission recessed the study session, opened the special meeting and voted to recess into an executive session to consult with the city attorney under KSA 75-4319(b)(2) for a period of 20 minutes; the public meeting was to resume at the time announced on the record. After returning to the chambers, the commission made a second motion to extend the executive session for another 20 minutes and then completed the special meeting and resumed the study session.

All motions relating to the executive session were made on the record with the statutory justification cited (KSA 75-4319(b)(2)); the meeting minutes show voice approval as recorded at the time of each motion. No substantive legal matters discussed in executive session were disclosed in the public portion of the meeting.

Actions recorded on the public record during the meeting were procedural: the agenda change and the series of motions to recess into, extend and close the attorney–client executive session. No final decisions on the legal matters discussed in executive session were reported when the public meeting resumed.
