Board members and committee members questioned whether an appeal process described in the policy materials was appropriately matched to the guidance that governs third‑grade promotion and retention. Several members noted the supporting document documented that parental choice controls promotion/retention decisions between third and fourth grade; others observed that the policy’s appeal language lacked procedural clarity (timelines, responsible officers and steps following an appeal).
Board member Amy Levy moved to return the policy and rule to the policy committee so that the committee could develop a clearer appeal process and clarify which grades the appeal language would apply to. The motion passed unanimously.
The board did not adopt revised language at the meeting; policy staff and the policy committee will return with clarified language and an articulated appeal procedure for board consideration.
