The Victorville City Council on March 18 approved multiple operational contracts and routine items, including purchase of a stencil truck, a construction agreement for a private access road at Southern California Logistics Airport (SCLA), and a citywide asset management and work‑order system.
Consent calendar: The council approved items 2 through 12 as a consent calendar. Council Member Irving moved, and Council Member Godin seconded. The clerk recorded a roll‑call vote in which Council Member Godin, Council Member Irving, Council Member Jones and Mayor Becerra voted yes. Mayor Pro Tem Herriman was absent.
Stencil truck purchase: City staff said the stencil truck supports striping and legend work across the city’s roughly 450–500 lane miles. The council approved a piggyback purchase from Roadline Products USA, not to exceed $165,663.94, under cooperative contract number 091521‑NAF. Council Member Jones moved to adopt staff’s recommendation and a second was recorded; the motion passed with Mayor Pro Tem Herriman absent.
General Electric driveway at SCLA: The Southern California Logistics Airport Authority board of directors (the council sitting as that board) approved awarding a standard construction agreement to Seoul Construction Inc. for the General Electric driveway construction project (CC25‑066), with total compensation not to exceed $339,982. The action also adopted resolution SCLAA 25‑007 amending the fiscal year 2024–25 airport budget, increasing capital expenditures in fund 452 by $339,982 and reducing capital expenditures in fund 450 by $250,000. The clerk recorded roll‑call votes in favor; Mayor Pro Tem Herriman was absent.
Asset management and work‑order system: The council approved a contract to OpenGov Inc. in an amount not to exceed $577,601.36 to provide a city‑wide asset management and work‑order system. Staff said the contract is largely funded from enterprise funds and is intended to replace ad hoc use of spreadsheets and paper for work orders; Munis (the city’s financial management system) will not be removed but the new system provides broader work‑order capabilities than the city’s prior EnerGov usage. Council Member Jones made the motion and the council approved it by roll call with Mayor Pro Tem Herriman absent.
Reimbursement policy item scheduled for future agenda: Council Member Jones introduced an item request that would require council members to reimburse the city for event attendance costs when they are scheduled to attend events that cost the city money. The council seconded the request and voted to place that policy proposal on a future agenda. A later motion to suspend the rules to immediately bring back a failed motion failed on a separate roll call.
Other items: Staff reported community outreach items, animal‑services clinic outcomes and upcoming community events; Woodard and Curran were recognized for wastewater plant awards at SCLA.
