Victorville council approves Old Town Sidewalk Connectivity Phase 2, awards $616,774 construction contract

The Victorville City Council on March 18 approved the notice of exemption and awarded a construction contract to DM Contracting Inc. for the Old Town Sidewalk Connectivity Project Phase 2, the city said.
City Engineer Freddy Bonilla and City Manager Keith Metzler presented the project to the council, explaining Phase 2 will build sidewalk and accessibility improvements to fill gaps in Old Town’s pedestrian network. Bonilla described Phase 1 work completed in 2023: “approximately 2,300 linear feet of new sidewalk, 38 curb ramps, [and] 25 driveway approaches,” and said Phase 2 proposes about 3,400 linear feet of new sidewalk, 16 curb ramps and 31 driveway approaches across nine street segments including B, C, Second, Fourth, Fifth and Tenth streets.
Bonilla told the council the city secured a competitive grant of roughly $250,000 and will use Measure I local‑match funds to complete the work. The city received six bids; the lowest responsive and responsible bidder was DM Contracting Inc. with a bid of $616,774, below the engineer’s estimate of over $900,000.
Council Member Jones moved to adopt the staff recommendation to approve the notice of exemption and award the contract; Council Member Godin seconded. The clerk recorded votes in favor from Council Member Godin, Council Member Irving, Council Member Jones and Mayor Becerra. Mayor Pro Tem Herriman was absent. The motion passed.
The council and staff said they plan to issue the contract quickly and complete construction in the coming months.
The project design follows current Americans with Disabilities Act (ADA) standards for curb ramps and includes pedestrian bypass driveway treatments to improve walkability and accessibility in Old Town.
