Planning Commission recommends Town Council allow Tahoe Truckee Community Foundation to occupy Artist Lofts ground floor with narrow master‑plan amendment

The Town of Truckee Planning Commission voted March 18 to recommend the Town Council approve a narrowly scoped amendment to the Railyard Master Plan that would allow the Tahoe Truckee Community Foundation (TTCF) to occupy and operate a nonprofit office and gathering place in the ground‑floor retail space of the Truckee Artist Lofts.

Staff planner Yumi Don explained that the Artist Lofts building — a four‑story, 77‑unit affordable housing project completed in 2021 — includes about 3,500 square feet of unimproved ground‑floor retail space that has remained vacant since construction. Don said the proposed amendment adds a new, narrowly defined use to the master plan glossary, “nonprofit office and gathering place,” limited to ground‑floor spaces within 100% affordable housing projects in the Downtown Extension District and subject to conditions intended to protect the pedestrian environment and nearby residences.
