Council gives staff guidance to pair April/October bulky pickups with November leaf dumpsters

Midvale City Council members discussed the city’s biannual bulky curbside waste program and leaf-bag service during the March 18 meeting and gave staff guidance to adopt a hybrid approach: keep two bulky pickup events (April and October) and place leaf-drop dumpsters in November at off-street locations for resident drop-off.
Public works director Glenn Kennedy told the council that Ace, the city’s contractor, charges $4.93 per account per bulky event, making the city’s cost roughly $32,000 per event and about $64,000 annually before tipping fees. Kennedy presented four options: status quo (April and November bulky weeks), move events to April and October, add a separate November leaf pickup (which Ace would still charge as a bulky event and which would add cost), or run April/October bulky events and provide leaf-drop dumpsters at city parks for November. Staff recommended the dumpster-drop option as cost-effective and less likely to conflict with winter plowing and bulky-item collection.
Council members supported the dumpster approach (April and October bulky collection; leaf dumpsters in November) and asked staff to locate at least one East-Side drop location (suggestions included a fire-station lot or county park), to extend dumpster availability as necessary, and to run aggressive resident messaging to reduce confusion about dumpster purpose and timing. Kennedy noted dumpster hauls cost about $200 each and said historical volumes indicate the hauling cost would likely stay under $1,500 for the season.
Council members gave “soft confirmation” to proceed with the April/October bulky schedule plus November leaf dumpsters, with the understanding staff will refine locations and messaging; no ordinance or budget change was approved at the meeting.
