Bellevue council approves events, permits and multiple contracts; city schedules final zoning vote April 1

The Bellevue City Council handled a range of business at its March 18 meeting, approving event permits and multiple professional services contracts and taking routine consent actions. Several items were approved unanimously; the council also scheduled a final vote on a zoning ordinance for April 1.

Event permits and festivals - The council approved a privately operated farmers market at Washington Park to run Saturdays from May 31 through Sept. 20, 2025 (except the weekend of Arrows Aerospace if held), with event fees waived. Motion by Councilman Preister; second by Councilwoman Collins. Vote: unanimous (all voting yes). Dates in the permit are 05/31/2025–09/20/2025, market hours 7:00 a.m.–1:30 p.m. - The Bellevue Community Foundation’s Bellevue Rocks Riverfront Festival was recommended for approval for June 5–8, 2025 at American Heroes Park, with detailed hours on each day as stated in the application; the council also recommended approval to the Nebraska Liquor Control Commission for a special designated liquor license for the festival. Motion to approve the event by Councilwoman Welch; motion to approve the liquor-license recommendation by Councilwoman Welch (second by McCall). Vote: unanimous (all voting yes). - The council approved Resolution 2025-04 authorizing the Bellevue Bicycle Club to hold the annual Ride of Silence on May 21, 2025, beginning at Twin Creek Trailhead. Motion by Councilwoman Welch; second by Collins. Vote: unanimous.

Contracts, supplements and professional services - The council approved a construction engineering services supplement agreement with Olsen and the Nebraska Department of Transportation in an amount not to exceed $3,030 (Resolution 2025-05). Motion by Councilman Casey. Vote: unanimous. - The council authorized a contract with McGill Restoration for exterior tuckpoint restoration at 1510 Wall Street in an amount not to exceed $36,900. Motion by Councilman Casey; vote: unanimous. - The council approved an agreement with Schimmer Associates for construction engineering services for 2025 concrete projects, package 1, not to exceed $167,325. Motion by Councilman Preister; vote: unanimous. - The council approved Benesch (listed as “Benesh” in the agenda) supplement No. 2 for Mission Avenue streetscape reconstruction in an amount not to exceed $198,342. Motion by Councilman Casey; vote: unanimous. (Councilmember Preister requested staff provide a landscaping illustration to members.) - The council approved an agreement with Jacobs Engineering Group Inc. for engineering services for Quail Creek/Twin Creek Drive, not to exceed $571,803. Motion by Councilwoman Welch; vote: unanimous.

Routine agenda and consent - The council approved the agenda, consent agenda and claims by unanimous votes early in the meeting.

Other business - Ordinance No. 4,181 (rezoning for an automobile dealership at South 20th Street and Kennedy Avenue, applicant Oxus LLC) received its first reading; second reading and public hearing were scheduled for April 1, 2025. No public comments were recorded at first reading.

The council closed the meeting without a closed session and adjourned.
