Council approves final Mount Saratoga Village Plan 4; developer to retain ownership of lots

The City Council on March 18 approved the final village plan for Mount Saratoga Village Plan 4, the last village plan for the Mount Saratoga development. The project covers about 69 acres, proposes roughly 120 single‑family lots, and includes approximately 24 acres of native open space and nearly 4,600 linear feet of trails.

Staff described the plan as the final phase that will wrap around the top and south side of Mount Saratoga and include trail connections, native open space preservation, and amenities such as a boulder playground and exercise stations in areas where irrigation and landscaping are limited by slope and water availability.

Developer representatives said they plan to retain and build the lots rather than sell the parcel wholesale to a single multifamily or rental operator. Council members praised the developer’s partnership on infrastructure oversizing and reimbursements, the earlier provision of open space and the recently completed amenities such as a dog park and pickleball facilities.

Council voted unanimously to approve the village plan with staff findings and conditions so the developer can proceed to final plat and building permits. Staff said the developer has been cooperative on master-street improvements and reimbursement agreements and that the new village plan will advance construction and lot closings in the neighborhood’s final phase.
