The Chico City Council approved a proposed 5% assessment increase for the Downtown Chico Property Business Improvement District (PBID), which funds downtown cleaning and safety services primarily delivered by downtown ambassadors.
Deputy City Manager Jennifer McCarthy explained the PBID was formed in 2017 and renewed in 2022 through December 2027. The PBID assessment is levied on downtown property owners, with a separate general-benefit payment the city makes for services that benefit the wider public. McCarthy told council that nearly 90% of the PBID budget is allocated to clean-and-safe activities—mainly funding the downtown ambassadors.
If the council approved the 5% increase, staff said the city's assessment would rise by roughly $84,000 and the general-benefit assessment would increase by about $23,000—bringing the city's total estimated contribution to approximately $107,000 for the next year. PBID leadership and city staff said the increase is intended to maintain services as costs rise and to keep a reserve.
Councilmember Winslow and other members praised the ambassadors and PBID work; no members voted against the increase (7-0).
The PBID president Eric Hart and the deputy city manager were present at the meeting. Councilmember Van Overbeck serves on the PBID board as the council representative.
The assessment increase was approved by resolution on the council's consent and will proceed under the PBID's reporting and annual budgeting requirements.
