Counsel Caitlin Culberson reviewed the basics of commission operations and state transparency laws, warning that “it only takes a gathering of 3 members to violate the Open Meetings Act.” Staff and counsel reiterated that the Planning Commission is a recommending body and that most final zoning actions are taken by the Village Board. Commissioners were reminded that a quorum is a majority of duly appointed and serving members; with nine commissioners appointed, that means five must be present to take action, and any gathering of three members discussing public business risks an Open Meetings Act violation.
