Ivins planning commission backs updated annexation policy plan; staff urged to keep Area 4 under review

The Ivins City Planning Commission voted to recommend approval of an amended Ivins City Annexation Policy Plan, an amendment to the city—s general plan, during its March 18 meeting.

Staff told the commission the draft before it reflected public comments received since the prior hearing two weeks earlier; written comments referenced an expanded Area 4 (Section 6) and raised questions about whether that area should remain on the expansion map. Planning staff and TRC recommended including the boundary areas on the map so the city would receive notice and have an opportunity to review any future annexation proposals.

Public commenter Robert Rausch submitted extensive written comments and spoke at the hearing; commissioners thanked him for his analysis. City attorney and staff clarified that notice procedures for a second hearing were met (14 days public notice and notification to affected entities including county and special districts, school district, and neighboring municipalities). Commissioners discussed that having an area on the annexation map does not obligate the city to annex it, but does preserve the city—s option to review or object if another jurisdiction seeks annexation.

Commissioners expressed that retaining Area 4 and related peripheral areas on the map is appropriate to preserve Ivins— ability to participate in future discussions about use, conservation or service provision. A motion recommending approval of the annexation policy plan amendment carried; the commission will forward its recommendation to the Ivins City Council.

Staff said the next steps include forwarding the commission—s recommendation to council and continuing outreach to affected entities; the proposed plan does not itself cause annexation — it is a policy framework that identifies areas the city may consider for future annexation or cooperative planning.
