The Ivins City Planning Commission voted to recommend approval of a zoning amendment from RA1 to RA1.75 for roughly five acres near 200 West and 200 South, the commission decided during its March 18 meeting.
The amendment, requested by property owners Tim and Gia Best and presented by their son and agent Austin Best, would allow medium‑density residential development on two adjoining parcels. Austin Best told the commission the intention is single‑family homes “about in the 600 to 750,000,” designed to be attainable for local buyers but not low‑income housing.
Commission staff described the property as inside an area already designated Medium Density Residential in the general plan, with surrounding zones including R2.10 to the north and R1.10 to the east and an RE15 overlay nearby. Staff advised the commission that RA1.75 is among the density categories consistent with the MDR designation in the plan.
Several commissioners commented that the smaller lot pattern immediately across the street (a PUD with lots closer to 5,000–7,000 square feet) made the RE15 overlay appearance potentially misleading for average lot size, but that RA1.75 would better match the zoning pattern in the neighborhood. Commissioner Robinson moved to recommend approval of the rezoning; the motion was seconded and carried by recorded voice vote (Commissioner Waite: Aye; Commissioner Robinson: Aye; Commissioner Brown: Aye; Commissioner Clifford: Aye; Chair: Aye).
The motion included findings that the proposed zone fits the area—s character, aligns with the general plan—s land‑use designation for medium‑density residential, and is similar in scale to adjacent properties. The commission—s recommendation now goes to the Ivins City Council for final action.
Austin Best said he and his brother plan to build a home on the parcel and expected to sell the remaining lots; he described the envisioned homes as modeled after a nearby development (S and S Homes Unity Village). No members of the public spoke in opposition during the hearing.
The commission—s recommendation does not itself authorize construction; any future subdivisions, site plans, building permits or other approvals will be subject to the city—s subdivision, design and building review standards and any applicable HOA or PUD requirements.
Staff and commissioners noted the parcel—s location in the general plan and the importance of ensuring proposed development meets the city—s open‑space and design goals as projects move from rezoning to site planning.
