The Richmond City Planning Commission on a voice and roll-call vote continued a special-use application and approved a consent agenda of six special-use ordinances to be forwarded to City Council with staff recommendations.
The commission voted to continue ordinance 2025-014, a special-use permit for 3618 Hawthorne Avenue for a proposed four-unit multifamily dwelling and six single-family attached dwellings, to the Planning Commission meeting of April 15, 2025. Commissioners recorded aye votes for Mr. Poole, Miss Greenfield, Miss Joyhawk, Miss Robertson, Miss Roe, Mr. White and Mr. McKenzie; the motion passed. The associated subdivision waiver for the same property was continued to April 15, 2025 by the same roll call outcome.
On the consent agenda the commission approved forwarding the following ordinances to City Council with the recommendations contained in the staff reports: - Ordinance 2025-034 — special use for 1007 N. 30th Street (up to one single-family detached dwelling and one two-family detached dwelling); - Ordinance 2025-036 — special use for 3513 E. Clay Street (one two-family detached dwelling); - Ordinance 2025-037 — special use for 2205 Gordon Avenue (one two-family detached dwelling and one single-family detached dwelling); - Ordinance 2025-038 — special use for 1201 Haxel Point (recreation and entertainment use located outside a fully enclosed building); - Ordinance 2025-039 — special use for 4002 Hermitage Road (one single-family detached dwelling and a lodging unit within an accessory structure); - Ordinance 2025-040 — special use for 2004 and 2006 Newborn Street (up to four single-family attached dwellings).
During the consent-agenda public hearing, Barbara Starkey Good, president of the Oak Grove Civic Association, spoke in favor of the special-use request for 2205 Gordon Avenue. No other members of the public spoke on the consent items. The commission called the question and approved the consent agenda by roll call (Poole — Aye; Greenfield — Aye; Joyhawk — Aye; Robertson — Aye; Roe — Aye; White — Aye; McKenzie — Aye).
Notes: the continued items will return to the Planning Commission agenda on April 15, 2025. The consent-agenda items will be transmitted to City Council with the staff recommendations.
