The Glen Heights City Council on March 20 approved two consent-agenda items and acknowledged receipt of the city’s February 2025 financial reports.
Council voted 7-0 to approve consent agenda items 1 and 2; Consent agenda item 3 was pulled for separate discussion. Later in the meeting, Council moved and seconded to acknowledge receipt of the February 2025 financial reports; the motion passed on a roll-call vote of 7-0 (Mosley, Garrett, Bruton, Hale, Lightfoot, Binford and Mayor Brown).
Council Member Bruton asked why an overtime breakdown by department for police and fire was no longer included in the financial packet and requested it be reinstated so the council can compare consistent pay-period spans year over year. City staff said pay-period timing differences made some comparisons inconsistent; staff offered to provide a month-over-month overtime summary or an explanatory note on pay-period differences. Several council members and residents said they would like overtime explanations to include reasons (for example, special events) for spikes in overtime.
Bruton and other members also questioned water and sewer revenue reporting; staff explained February water sales were $314,000 compared with $338,000 in February 2024 and that usage differences and precipitation affect volumes. City staff committed to providing more context on the revenue variance.
The council’s acknowledgement of the financial reports followed the staff presentation and questions. The council did not modify the reports at the meeting.
