The Garland City Council approved an amendment to the Garland Development Code (GDC) to remove the existing automatic 5,000-foot minimum separation requirement for freestanding commercial antenna support structures and, instead, require a specific-use provision (SUP) for all commercial antennas.
Planning staff explained the change comes as wireless-telecommunications technology and tower designs have evolved, and the SUP requirement will allow the city to review each antenna proposal on its merits rather than enforce a uniform distance rule that can be impractical with modern deployments.
Councilmember Hedrick moved to approve the ordinance amending the GDC land-use matrix; Councilmember Dutton seconded. The council voted to approve the amendment.
Staff said the SUP process will require applicants to present technical and locational information and allow the city to consider compatibility, screening, and conditions on a case-by-case basis.
