Dickinson panel approves rezoning for car lot at 3101 Gulf Freeway

The Dickinson Planning and Zoning Commission voted unanimously at its meeting to rezone approximately 1.55 acres at 3101 Gulf Freeway from Mixed Use to Auto-Centric, a designation that allows vehicle sales on the property.
The change was requested by the property representative after staff said the current Mixed Use zoning does not permit vehicle sales. The parcel, legally described in the record as Abstract 19, Perry and Austin, Lot 102022, Dickinson Edition D (Tract 2A), is about 1.55 acres and has been used historically as a car lot, the applicant said.
Planning staff said the site sits on the feeder road of Gulf Freeway in Dickinson and noted the existing condition shown in aerial photos. “The current zoning district of mixed use does not support the use of vehicle sales, so the applicant has requested to change the zoning to Auto-Centric, which does support that use,” Planning staff said.
Colby Lee, the applicant’s representative, told the commission the owner was not informed when the property’s zoning was changed to Mixed Use and requested the rezoning to allow the site to return to vehicle sales. “So this property that you see before for the past roughly 50 years has been a car lot,” Lee said. He described nearby parcels along the freeway that are auto-oriented and said the operation would not affect nearby residences because car lots “do not operate at nighttime.”
There were no public comments, and the commission moved directly to action. A motion to approve the zoning map amendment was made and seconded; the commission approved it by voice vote. The motion record in the transcript did not identify which commissioner moved or seconded. All commissioners present voted in favor, and the action was recorded as approved.
Commission attendance recorded at roll call included Bruce Henderson, Marjorie Morgan, Deborah Fortner, John Harris, Philip Lipoma, Stephanie Brown and William Brown; the commission indicated it had a quorum. The commission also received a brief announcement introducing Crystal, a new planning specialist on staff.
The commission adjourned after the vote.
