The Rosenberg City Council on March 18 awarded Bid No. 2025-47B to LTA Group LLC for $199,596 to recoat Elevated Water Storage Tank No. 1, a downtown project. The council also voted to waive a minor bid informality after staff reported the contractor originally submitted a copy rather than an original bid bond and subsequently provided the original.
Staff said the contractor submitted the lowest bid in the amount of $199,596 with a completion term of 75 calendar days. The project is included in the FY 2025 Capital Improvement Plan and budget. Kalusa Inc., serving as construction manager, recommended award and will perform on-site inspection during the recoating process.
Councilors asked how interior coatings are verified and whether paint could be thinned to cut costs. Staff responded that Kaluza (Kalusa Inc.) will conduct construction inspection and that the city files an annual report to the Texas Commission on Environmental Quality (TCEQ). Council members discussed the possibility of unannounced checks to confirm coating thickness and compliance with specifications.
An alternate bid included relocation of existing radio antennas on the tank so meter-reading equipment remains functional after recoating. Council voted to approve the resolution awarding the bid and authorizing the city manager to execute associated documents; the vote was unanimous among members present (6 yes, 0 no).
